What you call a semi ring is a breve, if the curve of the ring
is 'pointing' downward (the open part is up). This mark is one of
the diacritics. There are several different diacritical marks. This
one (ă) indicates that the a is pronounced as a short vowel, as in
bat, rather than its long counterpart, as in mate.
