In order to do this quest, you must first do Smelly Toes' New Boots.

Talk to Smelly Toes in the lighthouse right next to the bridge to skull.

He needs sandbags, you can get them from the Wington Barn. Talk to Aura then return to Smelly Toes.

Talk to him, then go to the shipwreck just south-west of his lighthouse, stand above there and dig 6 times.

Talk to Smelly Toes again and you are done :)
