You can stop the bleeding with a styptic pencil, also called a hemostatic pencil, which you can get at a drugstore. If the cut is deep, take your dog to a vet.

When you cut youself shaving, you gently wet the stick and apply to cut.It stops the bleeding in about 5 seconds. After it dries, you gently wipe it off with a cool, damp cloth.
