If RAF refers to Russian air force, then yes, they have built one by the name Sukhoi PAK FA t50 . The name of the Indian version would be Sukhoi-HAL FGFA. (Sukhoi Hindustan Aeronautics Limited Fifth Generation Fighter Aircraft).

Currently it appears that India has no indigenous stealth
fighter design. It is, however, working in conjunction with Sukhoi
to develop the PAK-FA/ T-50 into the Indian FGFA.

Basically it's not known.
It's intended to induct the T-50 (also known as the PAK-FA and as the FGFA in India) in 2017, but much development work needs to be done.
So far only three airframes have flown and none have them have been anything more than development/ test aircraft (no weapons, no radar etc.).
