If RAF refers to Russian air force, then yes, they have built one by the name Sukhoi PAK FA t50 . The name of the Indian version would be Sukhoi-HAL FGFA. (Sukhoi Hindustan Aeronautics Limited Fifth Generation Fighter Aircraft).

Currently it appears that India has no indigenous stealth fighter design. It is, however, working in conjunction with Sukhoi to develop the PAK-FA/ T-50 into the Indian FGFA.

3) Sukhoi T-50 (PAK-FA) - Attack

4) Dassault Rafale - Attack

It's got a lot of geeks very excited. And quite a few analysts too.

But other than that it hasn't had a great deal of effect because it's not in service. Only 3 have been built so far.
