You cant. You get it in the pokemon ghost tower by beating all the team rockets

beat the rockets in celadon (search the poster) and giovani will give you the silph scope, go to the Pokemon tower and use it

To waken the ghost you must have the silph scope from Rocket's hideout in Celadon game corner. Once you have Silph Scope, you can awaken the ghost. Beat the three rockets then Mr. Fuji will give you the pokeflute.

you need to get the silph sc. in the team rockets hideout in the game corner press A at the poster and a stair will appear on your right.
