Speeding Spike is inside the subway car in the subway. He runs very quickly and runs into you. Go to the car he's in (the back one), and jump over him whenever he runs at you. Eventually he will get mad (blow his top) and rush left at you toward the front of the train. Jump and he will plummet into the next subway car. Follow him quickly and repeat this to get him into the next car forward. When you reach the front car, he will slip on the puddle there and you can handcuff him.

In detail

1. Enter the subway car.
2. Go through the train until you see Speeding Spike.
3. He will run at you (heading left) and you jump over him
4. He will run at you again (heading right) and you jump him again.
5. He gets mad (blows his top) and rushes at you a third time
6. Jump over him and he goes all the way into the next car to the left.
7. Follow him and repeat this for the next car (steps 3 to 6)
8. Eventually, he will chase you to the front of the train and fall in the puddle of water
9. Put the handcuffs on. You have recaptured Speeding Spike.

Ratman is hiding in the sewer with his loyal rats and stinging flies. To defeat him, you have to get past them.

The procedure :

1. Find Ratman in the sewer. Enter the public restrooms near the park. Go down into the drain.
2. Go left and lower the water level at the control valve (red wheel). Go to the right and raise the water with the second red wheel (if you miss it, use the third red wheel at far right, which also raises the level a bit). Swim past the pipe at left to reach the control room door.
3. When you find Ratman, go to the right and jump past his rats to reach the upper red control wheel. This will dump sludge on Ratman and disturb the flies.
4. Dodge the flies and jump up left (onto the large pipe). Then jump over to Ratman and knock him out.
5. Arrest him with the special Anti Power Handcuffs.
