A hurricane/tropical storm name is retired if the storm is especially devastating, and Tropical Storm Allison of 2001 caused massive damage from flooding. Because of this no future storm will be named Allison (normally a name is reused every 6 years). So instead the first tropical storm in the Atlantic in 2007 was named Andrea.
