Britain has given Wales a devolved National Assembly which has certain budgetary and legislative powers but still remains part of the United Kingdom and the main Parliament at Westminster still retains certain functions. The foundation of the assembly was soundly rejected initially in 1979 in a referendum but was later passed in 1997 by a very small majority.
