The National Moment of Remembrance Act was established by Congress in 2000. It calls upon Americans to observe the Moment at 3 p.m., local time, Memorial Day. Wherever Americans are, they are to pause to remember all the service-members who have fallen for our American freedoms throughout our nation's history. The White House Commission on Remembrance was founded with this act and its mission is to make sure that our fallen are never forgotten.

In December of 2000 the US Congress passed & the President signed into law "The National Moment of Remembrance Act," (P.L. 106-579)

It created the White House Commission on the National Moment of Remembrance in order to "encourage the people of the United States to give something back to their country, which provides them so much freedom and opportunity"
