Sort of. You must be within range of a local Wi-Fi hotspot, otherwise you cannot have Wi-Fi access for your iPod touch. If there is one close enough to your house, you could have Wi-Fi in your home, but it doesn't automatically assure you that you have Wi-Fi in your house.
