William Rodriguez
William Rodríguez is a former janitor who was at the North Tower of the World Trade Center during the September 11, 2001 attacks, and who helped several people to safety.[1] He claims to have been honored at the White House five times.[2] Rodríguez has since become involved with the 9/11 Truth Movement, and alleges governmental involvement and coverup during the attacks.

Magician's assistant
When Rodriguez was younger, he worked with magician James Randi on many shows, although there was never an employer/employee relationship between them. Rodriguez used the stage name "Roudy" and claimed in an interview with Benjamin Smith of the New York Sun that he helped the Amazing Randi expose faith healers and psychics. Rodriguez also claimed that he proved adroit at insinuating himself into the good graces of Randi's targets and eliciting incriminating information[3] but the only source of that claim is Rodriguez himself.
Rodriguez also claims to have been featured on television in Puerto Rico escaping from a chained straightjacket while hanging from a burning rope.[3]
WTC janitor
He emigrated to New York from Puerto Rico, and according to the article linked above, he "found himself a small fish in the big pond of New York magicians" and, as a result, he took a day job as a custodian at the World Trade Center.[3]
Rodriguez claims that his showbiz aspirations fell by the wayside when his responsibilities for cleaning the office of Governor Cuomo at the WTC expanded to include organizing Governor Cuomo's press conferences. Rodriquez claims that after Governor Cuomo left office, he was re-assigned to cleaning the staircases of the North Tower.[3]
Rodriguez claims that he was present in the World Trade Center during the 1993 World Trade Center bombing, and that he was stuck in an elevator as a result. Rodriguez worked as a janitor at the World Trade Center for 19 years.
9/11 attacks
According to Rodriguez, he usually clocked in at eight a.m. and rode an elevator to the 106th floor, where Hispanic employees of Windows on the World fed him a free breakfast. On 9/11, however, he was half an hour late. He now claims that while checking in at an office on sub-level one, he heard and felt a massive explosion from below, and that seconds later, he heard another from above that was Flight 11 crashing into the tower.[3] He now claims that this is evidence of bombs planted in the sub-basement of the north tower. However, this is in stark contrast to the accounts of events that Rodriguez gave in 2001 and 2002.
Initially, Rodriguez claimed that he heard a “rumble” that sounded like furniture being moved.[4] After Rodriguez became involved with the 9/11 “Truth” movement, he began to describe it much more dramatically as a huge BOOM and a massive explosion that shook the walls, the ceilings, etc. One of his later versions of events (in 2006) is as follows:
As I was talking to a supervisor at 8:46 like chitchatting and all of a sudden we hear PAAH very strong BOOM!!! An explosion so hard that it pushed us UPWARDS, UPWARDS!!…The explosion was so hard that all the walls cracked the false ceiling fell on top of us, the sprinkler system got activated and when I was going to verbalize it was a generator we hear BOOM! All the way at the top.
Also, in Rodriguez’s early accounts of the events, he repeatedly mentioned a large fireball that shot down the elevator shafts and exploded through the doors, causing serious burn injuries to a man who happened to be standing in front of one of the freight elevator doors. This was consistent with similar reports by numerous other witnesses who saw fireballs erupting and blowing out elevator doors and burning people.
In September 2002, Rodriguez said in an CNN interview:
And at that terrible day when I took people out of the office, one of them totally burned because he was standing in front of the freight elevator and the ball of fire came down the duct of the elevator itself, I put him on the ambulance." [5]
Notably, at a public meeting held by the National Institute of Standards and Technology (NIST) in 2004, Rodriguez said:
The fire, the ball of fire, for example, I was in the basement when the first plane hit the building. And at that moment, I thought it was an electrical generator that blew up at that moment. A person comes running into the office saying 'explosion, explosion, explosion.' When I look at this guy; has all his skin pulled off of his body. Hanging from the top of his fingertips like it was a glove. And I said, what happened? He said the elevators. What happened was the ball of fire went down with such a force down the elevator shaft on the 58th (50A) – freight elevator, the biggest freight elevator that we have in the North Tower, it went out with such a force that it broke the cables. It went down, I think seven flights. The person survived because he was pulled from the B3 level. But this person, being in front of the doors waiting for the elevator, practically got his skin vaporized."[6]
This is notable because Rodriguez also complains that his accounts of events have been ignored by official investigative bodies. Yet, when given the opportunity to put his observations on the public record with investigators from NIST - the very body investigating the cause of the collapse of the twin towers - he said not a word about explosives planted in the basement. Rather, he talked about the fireball coming down the elevator shafts, problems he had keeping the stairwells clean, some pre-existing damage in the stairwells, and elevators not working properly after the terrorist attack.
Inexplicably, in August of 2006, however, Rodriguez began to claim that it was impossible for the fireball that he described in 2001, 2002, and 2004 to have existed.
In any event, Rodriguez assisted the gentleman injured by the fireball out of the building and into an ambulance and returned to the north tower to continue his efforts to unlock doors and help people escape. Credited with saving several lives, he received a National Hero Award from the Senate of Puerto Rico[citation needed] and organized the Hispanic Victims Group.[7]
Rodriguez also claims to have seen one of the hijackers scoping out the building some months before the attack[8] and he claims to have told the FBI and the 9/11 Commission that he recognized the man after a brief, chance encounter months prior to the terrorist attacks.
Aftermath of the attacks
Rodriguez claims to have been involved in the creation of several family support groups, and claims that he is or was the head of some of them.[9] He was the director of the "911 United Services Group."[citation needed]
In January of 2002, Rodriguez was listed as board member of the Families Advisory Council for the Lower Manhattan Development Corporation[citation needed] in a document that described him as a founder of the Hispanic Victims Group.[10] He was one of many people including the Jersey Girls who went to congress and asked for a formal investigation, the one which became the 9/11 Commission.[citation needed]
Doubts
Rodriguez claimed that he looked forward to his appearance at a closed-door hearing of the 9/11 Commission. In an interview with unansweredquestions.org, Rodriguez said, "Up to that moment, I was thinking that they were going to do the right thing."[3]
Rodriguez also claimed that the American media edited his accounts of hearing explosions in the buildings, whilst the Spanish media did report them unedited[3] but there is no corroborating evidence to support Rodriguez's claim of anyone editing his various versions of events.
Rodriguez claims that he was one of the last people to testify[citation needed] to the Commission. Like the vast majority of the 1200 witnesses who gave evidence to the Commission, Rodriguez' evidence was not given in public, and was not specifically itemized in the final report. Of the 1200 witnesses whose testimony was taken by the Commission, only approximately 155 of were conducted publicly. [11]
Rodriguez claimed that the Commission didn't answer his questions (although he did not specify what those questions were) and "avoided the issues he was presenting." It is not clear what Rodriguez means by this. In the same interview, Rodriguez claimed that when the administration started to link the 9/11 attacks with the preparations of the 2003 Iraq war, he felt "manipulated and used."[3] However, his assertions in this regard are vague and ambiguous.
Rodriguez's testimony to the Commission did not include any of the myriad of accusations that he later made in his lawsuit against the United States of America, and 155 other parties in 2004, and did not include any of the details that he would later allege as evidence of an "inside job" perpetrated by the U.S. government and others.
Rodriguez also claims that he sought out[citation needed] the National Institute of Standards and Technology, which was investigating the collapse of the World Trade Center. As noted above, Rodriguez spoke at a NIST public meeting in New York City, in February 2004 where he did not mention any of the allegations that he would later make. Also of note, from the transcript of the meeting, NIST noted that it had attempted to reach Rodriguez, without success.

RICO lawsuit
In October 2004, Rodriguez filed a 237 page [13]civil
lawsuit that included allegations pursuant to the RICO, directed against George

Goss, Norman Y. Mineta, Larry K. Arnold,
Berg had previously acted for Ellen Mariani in a wrongful death action in which similar allegations were made in the Pennsylvania court in 2003. However, when the government brought a motion to dismiss the Mariani complaint, Berg voluntarily withdrew it, and the court subsequently dismissed that complaint.
The RICO Act is typically used by the government against those accused of being involved in organized crime or conspiring to commit offences; Berg has twice (unsuccessfully) attempted to use it against the government itself, claiming a conspiracy on its part.
The Rodriquez lawsuit includes a myriad of allegations, including but not limited to, the following:
1. WTC 1, 2, and 7 were destroyed by means of controlled demolitions
2. Seismic evidence shows that there were large explosive charges planted in the sub-basements of both of the Twin Towers, as well as smaller charges used to bring the buildings down in an orderly fashion
3. FDNY employees are under a “gag order” imposed by senior FDNY officials on instructions of the CIA forbidding them to talk about multiple explosions at the WTC
4. WTC7 was “pulled” (demolished) by agreement between the FDNY and Larry Silverstein
5. FEMA deliberately removed or destroyed the WTC evidence
6. FEMA has as its principal purpose the perpetuation of an invisible government designed to replace our existing elected government
7. All of the planes, except possibly Flight 11, could and ought to have been intercepted
8. Military intervention was delayed because of a military exercise that simulated an attack on the Pentagon, which was being carried out on the morning of 9/11
9. It was statistically impossible to make the cell phone calls allegedly made by passengers on the hijacked planes
10. Hani Hanjour flunked flight training school
11. The sophisticated flight maneuvers attributed to Hani Hanjour were too complex for him to have carried out
12. There is no reliable evidence of any Arabs or persons with Arab names on any of the four aircraft
13. A missile struck the Pentagon
14. The hole in the Pentagon was too small to accommodate an airline
15. No airliner debris appears in any photograph of the wreckage at the Pentagon
16. There was “insider trading” on United, American Airlines and other 9/11 affected stocks
17. This “insider trading” was the subject of an ongoing coverup to conceal the identities of persons who had advance notice of the attacks
18. Flight 93 was shot down by the US military
19. Flight 93 did not crash due to a struggle between hijackers and passengers
20. Stories to the contrary were fabricated by the defendants for the media, which the defendants largely own and control
21. The “Official Story” is a propaganda exercise and untrue
22. The 9/11 Commission investigation was a cover-up, a “limited, modified hang-out” largely restricted to supposed “intelligence failures”
23. Rodriguez’ study of facts … convinced him to a moral certainty…that the “Official Story” is a government propaganda exercise and a “Big Lie” in the ugly tradition of Joseph Goebbels, to maintain the control of the elite over the masses
24. Rodriguez concludes that George H, George W., Jeb, Neil and Marvin Bush, Cheney, Rumsfeld, Rice, Meyers, Eberhart, Allbaugh, Rove, and other defendants had foreknowledge that the WTC and other landmark targets would be attacked on 9/11 with mass casualties being an intended result
25. The defendants actively conspired to bring about a “new Pearl Harbor” in order to promote a criminal enterprise classically within the reach of the RICO statute
26. Rodriguez “will not be equivocal. His complaint is not based on allegations of negligence, nonfeasance, errors in judgment, poor management of various branches of the government bureaucracy, or intelligence failures…[he] is accusing the defendants of foreknowledge of and (in the case of most of the defendants) approval and sponsorship of the 9/11 attacks, kidnapping, arson, murder, treason against the United States, conspiracy to commit the foregoing and multiple other crimes…”
27. The defendants have been directly involved in some or all of the following activities [which are only a sample culled from a longer list in the Rodriguez complaint]: trafficking in narcotics and other illegal drugs; embezzlement, securities fraud, insider trading, large scale identity and credit card theft, blackmailing public officials, trafficking in humans, in part for forced labor, but primarily the abducting and selling of women and children for sex
28. The defendants paramount motive in orchestrating the 9/11 attacks was to obtain a “blank check” to conduct wars of aggression, to consolidate economic and political power by the seizure of the oil fields in Iraq and a right-of-way for a natural gas pipeline to be built in part across the territory of Afghanistan
29. In addition, the attacks were intended to destroy documents, books and records in offices of the FBI and the SEC to thwart investigations
30. [FEMA is] a shadowy “black budget” agency created not by Congress but by Executive Order…which combin[ed] largely secret martial-law preparations with benign, disaster-relief functions
31. FEMA took and maintained strict control over the crime scene and, with stunning dispatch, removed the principal evidence – the wreckage of the buildings – to Third World companies
32. There are no photos of any of [the hijackers] on the aircraft or in any of the airports from which the planes departed on 9/11
33. The passenger manifest included none neither [sic] any of the alleged hijackers’ names (nor any names that appear to be Arab or suggestive of origins in any predominately Muslim lands)
34. Tabloid newspaper editor, Robert Stevens, was the first of the fatalities in the October 2001 anthrax attacks – [Rodriguez suggests that this is because] he had offended the Bush family by publication of an embarrassing photograph of Jenna Bush, appearing tipsy and holding a cigarette while staggering across a dance floor with a female friend in a nightclub
35. Neither the FBI, nor the Justice Department, nor the NYPD, nor Congress, nor the 9/11 Commission has conducted a true and thorough investigation into who killed almost 3000 people on 9/11
36. The “fix is in” Commission was created to produce a foreordained result
37. The events of 9/11 happened to further the defendants’ imperial aspirations and their monetary greed
38. Ralph Eberthart, a General who was in charge of NORAD on 9/11, is now head of the “Northern Command”, making the US a zone of anticipated future military operations, probably related to martial law and the suspension in whole or in part of the US Constitution
39. Joe Allbaugh, former director of FEMA, is the CEO of New Bridge Stategies LLC, and this lucrative position was a reward to Mr. Allbaugh for services rendered in seizing control of the “Ground Zero” WTC site and seeing to the speedy removal to foreign lands of the debris from the collapse of the buildings, and obstruction of justice in keeping them from the public and local law enforcement
40. Thomas Pyle, Garry Malphrus, Charles Royal and Kevin Smith were paid by the RNC or by the Bush/Cheney 2000 Campaign to travel across state lines using commercial airliners or other means of transit to intimidate local officials endeavoring to recount votes cast in Florida in the 2000 presidential election
41. The defendants have served as instrumentalities in the planning, sponsorship, funding, provision of the means to carry out, execution, and concealment of RICO predicate acts, and in secreting or destroying evidence, intimidating and killing possible witnesses, suborning perjury, [among other things]
42. The defendants’ motives include:
- to enrich themselves through the commission of multiple crimes including murder, arson, kidnapping, extortion, wire fraud, wars of aggression, crimes against humanity, rigging of elections, bribery of members of Congress, foreign officials and others, obstruction of justice, trafficking in weapons and narcotics, and the corruption of various agencies and instrumentalities of government to carry out and cover up their crimes
- to induce media outlets and celebrities to fail to report matters unfavorable to the defendants
- to strengthen and perpetuate their control of petroleum, natural gas etc. in the Middle East, Central Asia, and throughout the world
- to wage war as widely and as frequently as possible
- to overthrow competing governments and murder prominent scientists to achieve and maintain a monopoly on biological and chemical weapons
- to supplant multi-party representative democracy with a regime insulated from removal
- to establish de facto one-party (Republican Party) rule at the national level in the US, with all other parties reduced to the status of impotent “window-dressing”
- to perfect the “merger of political power” (the definition of fascim given by Benito Mussolini, an authority on the subject) by rigging of elections, control of the media, staging terror attacks against Americans that are then blamed on foreigners [among other things]
- to complete, under the auspices of FEMA, an unelected, extra constitutional and impregnable “shadow government” and preparations for martial law, [etc] and even to kill American citizens at the unreviewable direction of the President
- to disarm the civilian population via gun control
- to bankrupt and abolish Social Security, Medicaid and Medicare
- to augment the “black” budgets of the CIA, FEMA and other [agencies], largely used for assassinations, the undermining and overthrow of foreign governments, [etc.] by black market trafficking in weapons and narcotics
- to slander, intimidate, silence and, if need be, murder persons who disclose or threaten disclosure of the defendants’ activities
43. Key offices and instrumentalities of the US government, including the CIA, FEMA, and the Armed Forces, are guilty of kidnapping, arson, and murder including, but not limited to the carrying out the 9/11 terror attacks
44. US air defenses stood down so as to ensure the success of the 9/11 attacks. [Among the list of motives Rodriguez alleges for this – many the same as above – are also:
- “to benefit Kenneth Lay…by diverting public attention away from the crimes committed by Enron executives”
- to overthrow Saddam Hussein
- to establish permanent military bases in Iraq
- to restore large scale opium production in Afghanistan, which directly benefit the CIA, and directly and indirectly benefit the defendants, notably Jeb Bush and other Bush family members, as they are intimately involved with laundering drug and other criminal proceeds
- to control Iraq oil
- to give effect to the "PNAC manifesto"
- to efface from the consciousness of the public the Rumsfeld revelation [regarding] military expenditures that cannot be accounted for
- to keep it quiet that Federal Reserve Chairman Alan Greenspan, and financial institutions tied to the defendants, were accused of manipulating the price of gold, covering it up, and lying about it
- to reap millions in profits from put options in American Airlines and United Airlines
- to create and maintain the illusion of George W. Bush, a corruptly-installed President with an under-reported history of serious, long term alcohol and cocaine abuse, whose successes in life had been attributable to amiability, amorality and family connections, as a “strong leader” in a phony “war against terrorism”, a significant part of such “terrorism” to be created by the defendants themselves
- to reward Larry Silverstein for his aid and assistance in the crimes at the WTC by conspiring to commit a multi-billion dollar insurance fraud, redounding to Silverstein’s benefit
45. One or more of the airplanes were equipped with missile pods, firing projectiles into one or both of the Towers a fraction of
a second before impact
46. If the tops of the towers were not speeded in their descent by explosives, they could not have fallen as quickly as they did
47. Larry Silverstein admitted on television that WTC7 was “pulled”, which clearly meant that WTC7 was demolished
48. The puffs of air ejected out of the windows of the WTC during its collapse were really “squibs” used in controlled demolitions
49. The collapse of the towers created “mushroom clouds of fine powder”, which could not have been produced without powerful explosives
50. The temperatures of the fires were not hot enough to make the steel lose enough strength to collapse
51. The fires in the twin towers were “oxygen starved” fires
52. There were no infernos
53. Seismic events occurred at the beginning of the collapse of each tower
54. The only reasonable explanation for the “earthquakes” as the buildings began to fall, and the long-lasting fires, is that the true perpetrators placed and detonated explosives below ground level beneath each tower
55. The Naudet brothers film was edited to remove the flashes produced by the missiles fired from the pods attached to the supposed “Flight 11” and the supposed “Flight 175”
56. The US government is creating “American Gulags”, concentration camps to be run by FEMA, in which to imprison civilians once the US government’s plan to impose martial law is in place is creating concentration camps
57. Quietly, a parallel government, in its essentials a police state readying “all the odious apparatus of Nazi rule,” has been erected alongside the Constitutional government to provide for the day when the governing elite deems it useful to jettison the Constitution. [This part of the Rodriguez complaint is rather convoluted and difficult to follow, but see paragraphs 114 – 165 of the complaint]
58. The Bush administration had ample warning of the attacks of 9/11 and deliberately failed to act
59. President Bush displayed astonishing nonchalance in the moments that followed his learning of the attacks on the morning of 9/11 itself. Plaintiff asks: Was this because President Bush knew that the planned attacks had been co-opted if not indeed planned and carried out by the Enterprise, that they would inure to their advantage, and would constitute the “catastrophic and catalyzing event for” for [sic] which the PNAC had expressed such fervent hope?
60. Because the defendants affirmatively wished for a “new Pearl Harbor,” a “catastrophic and catalyzing event” that would “shock and awe” the public and Congress into giving the Bush II Administration and the Enterprise carte blanche to wage war for empire and for oil…the government did nothing to prevent the attacks or to thwart them as they unfolded on 9/11
61. [Rodriguez also alleges some sort of numerology and astrology connection]: NORAD sponsored a planning exercise called “Amalgam Virgo 01” on June 1-2, 2001 which involved the hypothetical scenario of a cruise missile launched by “a rogue {government} or somebody” from a barge off the East Coast. Osama bin Laden was pictured on the front cover of the proposal for the exercise. The attacks of 9/11 occurred, of course, while the sun was in the astrological sign of Virgo, in the year “01”.[15]
The Rodriguez complaint also includes numerous pages on warnings, intercepted conversations, Tom Clancy novels, and the Olympic games of 1972, 1996, and 2000, and more.[16]
In December 2004, the government filed a motion to dismiss, or, in the alternative, to transfer, the case on the grounds of lack of jurisdiction and/or improper venue.[17] This was premised on the fact that the Air Transportation Safety and System Stabilization Act vests exclusive jurisdiction for litigation relating to the terrorist attacks of September 11, 2001 in the courts of the Southern District of New York.[18]
Berg answered, in March 2005, by filing an 76 page
The Pennsylvania court granted the defendants' motion to transfer the case to the Southern District of New York on May 2, 2005.[20]
On June 8, 2005, a 175 page Complaint was filed in the New York court. [21](The 175 page Complaint does not include the lengthy Exhibits that were appended to the original Complaint). [22]
On September 30, 2005, the defendants, United States of America, Department of Homeland Security and FEMA, brought a motion to dismiss Rodriguez's claims, based on, inter alia, lack of subject matter jurisdiction.[23] [24]
In January 2006, Rodriguez filed a 51 page
On June 26, 2006, the government defendants' motion was granted and the court dismissed Rodriguez's claims against those three named defendants. Further, the court gave Rodriguez until July 7, 2006 to show cause why his lawsuit should not be dismissed as against all of the other defendants as well.[25]
Rodriguez did not do so, and an order dismissing his claims against all defendants was issued on July 17, 2006.[26]
International travels
In 2005, Rodriguez had a tour of speaking engagements in Europe.[3]
In December 2005, his attorney Berg proposed a 9/11 Petition to the United Nations, which calls for a Resolution to the United Nations General Assembly for an "Independent International September 11th Truth Commission".[27]
In 2006 he accompanied Jimmy Walter in a trip to Venezuela, in which they met with the President of the Assembly and will soon meet with Venezuelan President[citation needed] Hugo Chávez in anticipation of an official Venezuelan government investigation into 9/11. Both Rodríguez and Jimmy Walter believe that the FBI and federal government aimed at sabotaging this trip, using tactics such as including them on the no-fly list.[9] Rodriguez claims that the FBI requested the guest list of the hotel he was in, and as a result, the Venezuelan government gave him five full-time body guards.[citation needed]
In June of 2006, he appeared at the [[9/11 + The Neo-Con Agenda Symposium]] in Los Angeles, California,[28] organized by Alex Jones,[29] at which Jones complimented him at length for his work in "speaking to members of the Japanese parliament, prime ministers, former prime minister of Malaysia, speaking to the Head of the parliament in Venezuela, getting an investigation with Hugo Chávez…".[30] His personal speech has since appeared on Google Video.[citation needed]
Other events
Rodriguez has also assisted victims, and their families, of the Madrid bombings,[citation needed] as well as the Paraguay supermarket fire, in which 399 died. During his service, he neglected his own needs [citation needed]and, briefly homeless, actually lived out of his car.[citation needed]
