i installed 'bricopack' (a visual style program).
i uninstalled it and now the fast user switching service says what you said when i try and start it.

Once again you do Windows update.i think your problem will be resolved.
You have to change Startup type of power process(Control Panel > System and Security > Administrative Tools > Services ) to Manual or Automatic (better) and restart.Note: do not disable this process
