It's a very very good downloading speed but that is not available now a days, Ithink you mean 512 kbps. and if that is it, that is pretty slow.
38 kbps= 384/8 KBps ie 52 Kbps. Its the download speed. I bought this phone thinking speed is 384 KBPS but it was 384 kbps. Its a low modem speed but nice if you get full speed. I am a docomo user but getting only 15 KBps now. Was getting between 55-85 KBPs speed.

An internet speed of 100 is fast if it refers to megabits or gigabits per second. If it is a 100 kilobit per second connection, it is very slow and only twice as fast as dial-up.

Now Reliance has increased it's connectivity to over 500 towns up from 150 earlier and have subsidized the rates of their data cards also.
