Rocky
No one. The characters were never based off of anyone real and were never intended to be.
Movies come out all the time with new characters for every genre of film. For example, as of December 2016, Disney's Moana is in theaters. Trolls is still playing. Arrival & The Accountant have new characters never seen on screen before, Fantastic Beasts & Where to Find Them, while the characters existed in the book, they are new to the big screen.
Melodrama characters are never lifelike. They are exaggerated.
Bob Sackamano(sp?) is one friend who is referenced many times in the series but never seen. Kramer talks about his friend Jay Riemenschneider eating horse but this friend is never seen. Lomez is another friend that Kramer speaks of in more than one episode.

The Gooch was only ever mentioned by the other characters. He was never actually seen on screen, so no actor ever played him.

Most people say swipe your finger across the screen then press delete but I never can
The show appears on Disney Junior, so yes, as characters in a Disney show they're "Disney Characters".The premise is based at least partially on Peter and Wendy by JM Barrie, but the major characters in the show (with the obvious exceptions of Hook, Mr. Smee, and the crocodile) were not created by Barrie. A few minor recurring characters (the Darlings and Peter Pan) are Barrie creations.
J. K. Rowling has said she never based her characters off anybody she know, although she did take someone's real name for the use of her character Lockhart.
To my knowledge there has never been a touch screen CD player.
