Actually, the ruffled tulip is on the cover of New Moon, the second book in the Twilight Saga. As it were, Stephenie Meyer says on her website that she had nothing to do with the cover for New Moon and she herself does not know what it's supposed to mean.
According to an interview on "Unscripted" with Author Stephenie Meyer the tulip on the cover of New Moon had no meaning for her and the book. It was simply a design decision made by the publishing company.

Stephanie Meyer had an extreme connection with the Twilight cover, but the New Moon cover was just made to help catch attention. It was strictly for advertisement purposes. However, some say it is how Bella withered without her sun (Edward) helping her grow.
