Check to see if you are getting power and ground to the fixture. These fixtures are known to corrode and "open" may have to replace entire fixture Could also be a problem in steering column turn stalk

No it does not have a PU coil. It cannot be serviced the whole unit has to be replaced. It Actually has a optical pickup inside to provide timing and Position info to the PCM
A 1979 Chevrolet pickup does not have a timing belt, it has a timing chain. The chain will last the life of the engine and is normally replaced during an engine overhaul.
