For the fuel pump,check your fuses and relays,go to your vehicles owner manual if you are not sure where they are located,usually the fuse block covers will show you what is what.
And for the gauge,either the gauge is bad,of something has come disconnected from the connector at the fuel tank,or somewhere along the line. That or another fuse.

You will need a fuel pressure guage to check the fuel pump. The pump operates at 13 psi.
either the guage is malfunctioning or the fuel pump sending unit is stuck.
a couple of things could cause this. depends on what kind of car. the wires could some how be shorting out to the guage itself. the guage could b bad. if the fuel pump is in the tank you will have a floater in there that could be off or the pump itselfcould b bad. sometimes you can oil the needle on the guage itself and it will start working again.

The fuel guage didnt work on my 97 for a long time my fuel pump went out I fixed the pump it fixed the guage. I was told it was the sending unit that's part of the pump.
the fuel pump and filter are located in the fuel tank and are all one unit with the fuel guage it is replace as a unit and should be replaced with the stock factory Chrysler pump as they have been upgraded
it could be the guage, but that is extremely rare. i had the same problem as you, i have a 97 gmc sierra (same as Chevy in case you didnt know). the sending unit in the fuel pump is where your problem is. this comes as a 1 peice drop-in pump and you HAVE to buy the whole pump not just the sending unit. There is a fair chance of it being a short between the sending unit and dash guage, but it is also slim.
Been there before. Connect a fuel pressure guage inline so the car will run with the guage connected. Watch the guage. If the pressure drops out it will be the fuel pump. They will work just fine until they get hot,then thet will quit. Then start working again when they cool off.
Take the fuel line off of the engine and see if fuel comes out when you try to start the vehicle to see if it is working. If you need to see if it is pushing out the right perssure then you will have to take it to a shop and have it tested. If you have a fuel line pressure guage then make sure it is pushing out 5-6 psi. If not then replace the pump.

You will known when the fuel pump is working on the 1989 Dodge Dynasty because the engine will get fuel from the fuel tank. If the fuel pump is not working, the motor will be unable to idle or run.
