There might be a bad fuse causing the heater to not work. Check the fuses if they are all ok you may have a bad blower motor. when you turn the heater on and no air is blowing then it is your blower motor.

Why do you keep blowing fuses when you turn on the heater fan but when you take out the compressor fuse it doesnt blow the fuses?

The compressor is coming on because you have the heater set to defrost. Take it off defrost and the compressor will not come on. I would suspect the compressor is locked up.

What should you do if the brake lights keep going out on your 1992 Chevy Cavalier?

Are you blowing fuses or are the bulbs blowing? Blowing fuses would be a sign of any wires or metal contacts in your brake circuit grounding out or shorting on themselves. You'll have to check all of the wiring in your brake light/switch circuit to be sure.
