First you must determine if the problem is with the speedometer cable or the speedometer itself.
*What I did recently was to remove the instrument cluster out of the dash. This can be done without removing the entire dashboard. Remove the 4 screws that hold in black plastic bezel (part in front of speedo) and remove. You may have to also remove the plastic shroud/cover on the steering wheel to have enough clearance. You should now see the speedo cluster and it also has 4 screws to remove. You may want to then PUSH the speedo cable into the car from the engine side so you will have enough play to pull the cluster inside towards you. The cable is held in place with a plastic end piece. Depress the lever on this and the cable should be removeable.
**Now, with the bare end of the cable hanging out of the dash board, either start engine and drive a few FEET or have a friend push it a little just so you can observe if the cable itself is rotating or not. IF it DOES rotate then you have a bad speedometer. IF it DOES NOT rotate (spin) then you probably have a broken/bad speedometer cable. You can replace the speedometer from a junk yard or Ebay ($20-$50). Cable is held in to tranny by one screw and also replaced at salvage yard or Ebay. Gears on engine end of cable must match new cable or be transferred to new cable or speeds indicated will be off a bit.

You should have a sensor close to your shifter about the size of small pack of cigarettes. It's directly linked to your spedometer... I know this because i plug a switch on it to turn it off and on...you have to lift the car in order to see it... I'll try to remember the anme of the sensor and get back to you Buy a new one and replace it!
