I don't know about the headlight yet, my truck has the same problem. but about the parking lights. your switch is bad, mine is too. i just bypassed it with a new switch that i put into the dash. You need to replace the bulb in your lights. The dim lights and bright lights have different bulbs.

there are two elements in a headlight and the high beam part may be burnt out. It happens with people who bought cheap aftermarket lights and also people who leave the high-beams on too often (like back when the headlight covers were popular)
