Open hood . Disconnect blower module located near blower fan. Disconnect, if blower shuts off, repalce module
This is actually common for most cars. The reason is that the heater pulls heat away from the engine into the car itself.
Try reseting the computer. My 92 Deville did that on day and it turned out to be a faulty air compressor drawing to many amps..

One reason a 2004 Monte Carlo heater motor blower may not work is low coolant. You can check the coolant level after the car has been turned off.
You will need the tool to retract the calipers. The piston in the rear calipers have to be turned clockwise as you compress them back in.
I have the same problem with a 1991 DeVille that I acquired three days ago. The blower worked fine at first, then would not shut off but would vary speed from the dash control. Now it only runs at high speed in the off position. After shutting off the car, the dampers repositions to the heating position from the cooling position. the blower motor has a high amp draw shorting the control module, replace them both!!!!
If the heater is blowing the fuse when the blower is turned on, I would suspect the blower motor is defective or locked up. If the A/C is blowing a fuse, suspect a bad clutch, or locked up compressor.
