in the manual it says to use Mopar Automatic Transmission Fluid or equivalent labeled Dexron II or Mercon

The transfer case has tag on the center rear of it. The model number is on there. The 242 uses regular auto trans fluid (ATF). The 247 uses a special transfer case fluid from a Jeep dealer
You add the fluid down the dipstick tube.

under the jeep your transfer case remove the bolt with an Allen hole in it with and Allen socket. the fluid should run out of the hole. if you remove the bottom bolt you will drain your transfer case. if you remove the top bolt then you will be able to check it and will not have to refil it.
Not sure about 1999 but on 1998, pumps and windshield fluid bottle are one assembly. Take out the windshield fluid bottle, you'll find two pumps at the bottom.
Your transfer case could be low on fluid...you could simply add fluid to it and the growling could stop, but be careful, because it could me more serious that it seems. but that's where I would start
Cant be for sure but i think it just takes automatic transmission fluid. Additional Info: Correct - the transfer case is an extension of the transmission, so it uses transmission fluid. It "may", however, use a different "weight" of fluid than the transmission - check your specifications in your repair manual.
