Keep in mind the number one problem with todays cars is fuel pumps. This sounds like one. Have your fuel pump pressure tested.

I would say ( No ) I was looking at the 2002 Mercury Grand Marquis Owner Guide and it doesn't show any reference to a cabin air filter
The cabin air filter, in your 2004 Mercury grand Marquis, is located behind the dashboard on the passenger side. The air filter is directly behind the glove compartment.
