Hello, I have had a similar problem with a car in the past. In the Brake Line going to that wheel you will find there is a high pressure Rubber hose in that line. Its likely that the inner lining of that hose has failed, and causes a blockage. Also, did you change the brake Cylinders that operate the wheel brake, in the wheel, when the brakes were fixed ? Cheers.
It could be that the brake pads are dragging on the rotors.
