voltage regulator is getting bad have your alt tested

I had the same problem. It was my alternator. Be careful, mine died on the way home.
More that likely the headlight switch is bad. Turn your headlights on and when they start to flicker tap on the headlight switch real fast. If they flicker to you tapping on the switch, that's the problem. They had problems with that switch around that year. It's a pretty cheap fix and you can do it your self quickly. Can also be a sign of a failing alternator.
If fuses check out fine, then check the dashlights and taillights themselves, if those check out then most likely there is an electrical problem elsewhere

I have a 1995 Chrysler intrepid and my dash lights do not go off when i turn on my lights but I may know why yours go off. Either right beside or below the knob used to turn on the headlights is a little dile that can only go up and down. This dile is used to dim or brighten the dashlights at night. The reason your dashlights may go off is because you have the dashlights dimmed way down (gotta love little perks Chrysler came up with) so try adjusting that dile. If that doesn't work, you may have an electrical problem or the light may be blown behind the dash. This could be really expensive to fix, so be prepared. .
I had the same problem, the dashlights to this truck go through your dimmer switch on the dash to the left of your hazard lights, this little thing is prone to going out for some reason, however you can bypass it. Pop out the dimmer switch and figure out which wire turns hot when you turn your headlights on, connect it via a jumper wire across to the wire that is dead and your dashlights will come on. The only downside is that they will be set on all the way bright. They will still work properly and shut off when you turn your headlights off, you just can't ajust their brightness.
Passive 3D televisions are considered to be flicker free but at the expense of resolution. Active glasses have been criticized for flicker but as the technology is developed, the flicker is likely to become less of a problem. The ultimate test is your own experience of them. If you don't notice the flicker on active 3D televisions, you don't need to worry about the flicker problem at all.
If you're CERTAIN that the fuse is good, check the headlight switch. There is a separate circuit inside the switch that controls both the dashlights and tail lights. If the INPUT to that circuit is working but there is no power out from the switch, you'll have exactly the problem you duscuss.
it is caused by the alternator voltage regulator switching on and off to charge the battery, this problem is encountered on many makes of car, you may not of noticed it before prior to exchanging the battery.
