There is a defroster vent in the center of your dash (By the front window). Inside there is a Daylight sensor which has probably gone bad.
The headlights should turn on and off automatically depending on which setting you have your switch set at. The switch is located on the turn signal lever. I always leave mine on auto.
You can find these headlights online, but aftermarket headlights still will cost you a pretty penny, if your grand prix has plastic headlights and it is just a matter of discoloration this could easily be fixed.
