The book says that because they assume you are replacing a belt that has not broken and they dont want you moving the timing out of alignment.
Since yours broke you will need to align the timing marks by moving one or both of the gears to the proper timing marks.
Once you have them set right try to get the belt on and the tensioner set without moving the gears off mark. You can do this by making sure that the side of the belt farthest away from the tensioner is as tight as it can be leaving any slack there may be on the tensioner side to be taken up by it.
