Well maybe first you might wanna go and find the old owner and ask him whats up. If that doesnt work then maybe try to just shake and turn the key at the same time or just push in lttle harder
I have a 1987 Cadillac Deville. I thought the ashtray didn't come out either. You have to grab the silver part of the ashtray and pull up really hard on it
The 1996 Deville drain plug is in the bottom of the radiator close to the bottom hose. It is in a very hard place to reach.

just a guess because im not positive but may be in center of firewall. that's where they are on 95 and newer. you can do it yourself but its hard to get at.
Try wipng the sensor off on the Ignition key. Wipe it Hard as it can get "Cruded up" with everyday handling. If that doesn't work, try disconnecting the battery for at least 30 minutes to let the computer reset. If those don't work you'll have to contact your local Cadillac dealer for options.

Hard starting is the first symptom. After that is will just fail to start.
it could be numerous things. spark plugs, fuel injectors, burnt valves, distributor, plug wires .... its hard to tell with out hooking it up to a diagnostic tool.
