Ok before modules controlled EVERYTHING and you can pin-point what cyl has the issue Ford uses basically a starter relay to energize the glow plugs. This relay isn't smart it doesn't know what cyl has the bad glow plug so basically you have one or more glow plugs on the right bank that have internally opened and not operating. You can go ahead and pull the right (passenger side) Valve cover and a real easy way to test a glow plug is grab ur test light and put the clip on the positive side of the battery remove the connector to the plug and with the plug still in the head touch the probe end to the tip of the plug. If the light comes on its good if not theirs and open. This is because if the internals of the GP were intact then it would ground to the block and turn the light on if it broken inside theirs no ground and no light. If i was you i'd just do all of them but at least the 4 on that bank. A few years later on some 2002-20011 they came out with a GPCM (Glow plug control module) That ones smart and can tell you what cyl GP is bad. Un fortunately you have to do a few tests to determine which one with that style GP relay.... sorry. Oh ya if you want you can determine which one is bad by removing the valve cover connector and using an dvom set to ohms black probe to ground and touch the red probe to the valve cover connector pins. It's a 9 pin connector and the larger pins are for the glow plugs and they are on each end of the connector. Two on right and two on left. Kinda tricky to not touch the other pins and get a false reading so take your time. So a good glow plug will bench test out at approx 0.5 to 0.8 ohms of resistance. So if you get a 0 reading on pin 8-9 then glow plugs 5-7 are bad if on pins 1-2 then 1-3 glow plugs are bad. Hope this helps now if they all ohm out ok then you have a broken wire between the relay shunt and the 9 pin connector to the RT valve cover. I'd guess a couple plugs are bad. Good luck I do it that way at work all day long and its never failed me.

The jack on a 1999 F250 pick up truck is located behind the seat. There is a little compartment where the jack and everything needed is in.
