I believe it is on the underside of the car just in front of the fuel tank.
Are you referring to a 200 model Metro? If so, there is no fuel filter to replace. 1998-2000 Metros have a fuel strainer in the tank. Follow the fuel rails to the fuel line and down to the filter. You'll find it on the driver's side, roughly a foot below the Brake master cylinder on the inside frame rail.
it could be the air control valve behind the air filter. It also can be a plugged fuel filter.
