turn key off and on several times, while turning on wait for fuel pump to kick on the off, turn key off repeat.
Your float on your fuel filter is sticking. Your going to have to drop the fuel tank to access the fuel filter it is located right in the middle of the tank.
Maybe the battery ran out.

If your 1999 Dodge Ram 1500 ran out of gas and won't start, it may require priming the fuel system. If it was ran completely out of gas you need to just turn the key until you hear the fuel pump engage do this several times and then turn it over. The pump is just starved so you need prime it a bit
fuel pump relay? If it will not crank it has nothing to do with the fuel pump. You need to check the starter system.

shouldnt need to prime it if you ran it out of fuel fill fuel bowl with fuel and then start engine 7.3 primes itself it may run ruff for a couple minutes till it purges the air from the system but that is no big deal
it means it is a ffv or flex fuel vehicle and it can be ran on a mix of 15% ethonol and 85%gasoline
change the fuel filter.if you ran out of gas you picked up crud from bottom of fuel tank
