Disconnect negative cable from battery. Let stand for several minutes and reconnect. This resets the computer and idle control causing it to relearn idle speed on next start up. Another thing to try is start engine and keep running about idle speed by light pressure on gas pedal. When engine sounds close to idle speed, turn of ignition key. On next start computer idles engine at speed engine was last shut off. Sometimes this works, sometimes not.
Most likely you need to replace the Idle Air Control Valve. It is quite easy, but costs around $50. Worked for me, and is a very common problem.
If this doesn't work, have it scanned from the OBD2 diagnostic port and see if anything comes up in the continuous test mode, this mode will show a bit more than just reading fault codes,Normally just reading KOER from PCM memory wont show anything if ENGINE LIGHT Isn't on, as with the continuous test, I sometimes find more faults. Look up AIC in the live data and see what percentage its reading and compare with a known value, 54% seems to ring a bell , not fore sure. also look into MAF Mass Air Flow sensor located top of Air Cleaner, or Stuck EGR diaphragm located on throttle body, check and see if its stuck open, this will make the car run very very ruff at idle.

my 1993 crown vic shut off with out warning while at stop light only once in a while
You don't. The Idle is controlled by the ECM. There are no idle adjustments
its on the back side of the thottle body on top of the intake manifold. There are some good pictures showing the location and instructions for repair/replacement at Autoclinix.com specifcally for the Crown Victoria.
it is problebly the alternator or the battery most parts stores like autozone and advanceauto will test them for free
There is not an "IDLE" sensor. The engine computer sets and adjusts the idle speed. If the idle speed won't settle down you need to have the computer scanned to determine the causeBUTVery often with this problem the throttle body is dirty and just needs cleaning.
There are several things that can cause your 1999 Ford Crown Victoria to idle rough when it is cold. The most common cause is a leak in one of the vacuum hoses.
There is no idle screw. The idle air control valve controls the idle and can be set on different settings. You should consult a Ford dealer or mechanic for proper settings.
Erratic idle is usually caused by a dirty or faulty IAC (Idle air control) . This is located right at the throttle body. The IAC sometimes can be removed and cleaned (internally) with a intake manifold type cleaner, but this is not always successful.
i don't know maybe you can check on the ford website
have found that a ticking noise on the passenger side (under the dash) in the heater b5pdox (you can feel the vibration) on a 1997 town car is probably a vaccumn control switch.
There is an adjustment screw that sits against the "dashpot" and you turn it right (in) to lower the idle and left (out) to raise the rpms.
check the idle control valve not that hard to replace and inexpensive
