The answer is, a shorted turn signal switch. I just replaced mine after experiencing the same thing. Be careful, if you wait too long, it can short internally and start smoking or catch fire. I experienced the "Smoking Switch" and quickly removed the 10 amp fuse under the hood for the turn signals, then replaced it.

OPI Brights is a brand of nail polish. It can be purchased at Ulta both in store and online. One may also find some on eBay or Amazon. OPI Brights come in many different colors.
My 2002 Saturn L300 was doing this also, it was the BCM (Body Control Module). Cost about $600 to fix at the dealership

On my 2006 you pull out on the end of the turn signal, they will not come on if your brights are on, only works with dims.
Check the Multi switch. This is the turn signal on the side of your steering wheel. This is sometimes called a multi switch because it runs the signals, headlight dimmer, sometimes cruise control and windshield wipers. Easy to replace.
Hmm, a 2002 i would say yes, well atleast it might be an option, but almost every new car from 2000 and up come standard with power locks.
have you replaced the dimmer switch? if not that may be the problem. I had the same problem in reverse( brights worked but headlights didn't) water damaged the dimmer switch on the steering column once I replaced it all was good.
No, because there is no actual solid surface on Saturn. If you fell into Saturn, you could come out the other side.
You need to replace the bulb in your lights. The dim lights and bright lights have different bulbs.
