It should, it is the same generation of Venture van.
Check fueleconomy.gov. In my 2004 Venture we get 19 city 25 highway.

Not unless you have run out of gas.
I had this happen to me and it was caused by something in the gas and did something to the sending unit in the gas tank. The dealership replaced the sending unit in the gas tank when my van was under warranty.
First check the fuse for the 2003 Cavalier gauge. Next check the fuel sending unit in the fuel tank to insure that its working properly. Check the gauge next, then the wiring for the system. One of these units is causing your gauge to not work.

Check the fuses. Sometimes you have to remove and reinstall them.
The gas gauge is in the instrument cluster , the sending unit for the gas gauge is inside the gas tank combined with the electric fuel pump

Either your engine coolant temperature is too high , your oil pressure too low , or your gas gauge is near or at empty
