Support by Fire
The tactical mission task you are describing is known as "support by fire." In this task, one maneuver force positions itself to deliver direct fire against the enemy, providing covering fire and suppressing enemy positions to enable another maneuvering force to close with or maneuver against the enemy effectively. This coordinated action enhances the overall effectiveness of the operation while minimizing risk to the maneuvering unit.
A "tactical" mission can encompass a number of things. What sort of tactical mission? If you're going to be engaged in close range combat, obviously the M16. If your tactical mission is a sniping one - especially against materiel targets - then the Barret would be better suited. But, you wouldn't want the Barret for what the M16 is used for, and vice versa.
