There is a switch mounted under the dash above the clutch arm. It has either slipped out of its bracket or is bad. It is there to keep you from starting the car with the clutch engaged. A safety factor.
there is a safety switch on the clutch, it should be on the inside of the car that the pedal has to activate so the car will start, apparently that switch is bad.

Yes. There is a switch located behind the clutch pedal to must be depressed (when the clutch pedal is pressed all the way down) in order for the ignition circuit to be completed. Therefore the car will not start if the clutch pedal is not pressed all the way down. Starting a car while it is in gear can be very damaging to the transmission.ADDED: ... not to mention other cars and people around you!

if I understand the question you asked correctly, I would say you are in need of a clutch but it might need adjustment but not likely.
The compressor clutch does not need to be shimmed. The outside disc is pressed on until the proper air gap is achieved. If it is pressed on to far it has to be pulled off and reinstalled.
