Replaced many blower modules ( in engine compartment ) from that year. Check it out.
The blower motor, or blower motor relay is probably out.
Check to see if you are getting power to blower motor--if so, bad blower motor If no power- perhaps bad resistor pack at blower motor Bad switch?

See if you are getting power to the motor - if so motor is bad - if not could be a bad switch
Check switch
Check at the blower motor itself. Have it turned on and tap the end of the blower motor with a hammer. I did this and found out that the blower motor was going out. The blower motor is on the top passenger side under the hood. Also check the wire connections. Make sure they are seated good. If this includes for the heater then I would say the blower motor is bad.
Check all the fuses and relays first. If they all appear to be in good working order, then you'll have to get to the blower motor. Could be a short or the motor could be bad.

Assuming you have no speeds including HI I would check for power at the connection at the blower motor with ignition and switches on. If you have power the motor is shot. If you have no power go back and check the fuses. If the fuses are good check the switch and electrial plug at the switch for damage. If the blower motor speed resistor was burned out you would still have HI speed.
the first thing you want to check is the fuses and relays. if those are good the fan motor, resistors, switch or wiring could be the problem.
Assuming that the a/c was in good shape before it suddenly stopped working, the problem is probably the blower motor. As it turns out, this is very common. Try searching answered questions under "blower motor 1997 Cadillac Deville" I just had to change mine in a 1996 Deville. Motor aprox. $240.00/Labor aprox. $100.
