If the brake lights stay on when the car is not running on most vehicles, including the 1994 Dodge Intrepid, there is probably a short somewhere in the wiring to the brake lights. The first place to investigate this problem would be the wires along the firewall that control the brake lights.
Also, check the brake light switch above the brake pedal.
Inside the trunk there is a turnable thumb screws where the brake lights are. Twist screws off and the brake light pops out.

Brake Light switch works without the ignition on. unplug the brake pedal switch and check to see if the brake lights are still on..switch could be defective
Possibly blown fuse, bad brake light switch, or blown brake light bulbs.
Defective or out of adjustment brake light switch, if the switch is mounted on the brake lever. If the switch is on the master cylinder, then it needs replacing.

Check bulbs--they are dual filament smaller is for brake and turn signal --larger is for tail lights
The running lights will turn off when the emergency brake is on by tripping a switch connected to the emergency brake. Pushing in the emergency brake slightly will do the trick, but make sure you don't push in too far or you will be driving with the emergency brake on!
