95 caprice idles roughcheck engine light has come on but cant get codes tried paperclip and it only turns on the fan no codes flasing?

Maybe the paperclip trick won't work because your vehicle is a LATE 95. Many of the late 95 vehicles were OBD II.
If it's OBD II you may need to borrow, rent or buy a code scanner from your local auto parts retailer.
