The wiring diagram for a 1998 Ford Explorer XLT can be found in the service manual provided by the manufacturer. If the power windows, moon roof fuses, and power relays are good but the windows and moonroof do not work, then it is likely a wiring problem
I Had The Same Problem On A 1998. I Was Told It Was The Moonroof Motor. The Starter On Mine Is Already New.
This is a guess , but check fuse # 14 - 15 amp - for ACCESORY DELAY RELAY ( power windows , moonroof , Flip windows )
I checked with Help on my computer ..."Windows 7 starter comes with one backround which can't be changed or customized"...
check the circuit braeker
They have changed brick work and changed windows

According to the 2002 Mercury Cougar Owner Guide : In the passenger compartment fuse panel : # 21 is a 40 amp fuse for the power moonroof , power windows
Have you checked the fuses?
If you didn't change the theme in personalize then it's probably a setting in Performance Options.Search for and run: Adjust the appearance and performance of WindowsMake sure "Use visual styles on windows and buttons" are checked.
restart your computer
What OS are you running? I checked for windows and could not even find it.
