As part of a re-call modification of a 1998 Chrysler Town and Country E/W a 3.8L engine, the AIR FILTER BOX was replaced with a sealed box that contains only a gray plastic tube that simply directs input air through the box with NO FILTER. Has another filter been added elsewhere in the air input stream?
The air filter has always been in the box below the one that says to remove it to access the air filter. I have worked at a dealer since 1996 and have no idea what recall you are referring to.

The Chrysler Town and Country PCV valve can be found on the outside of the air cleaner housing. The PCV valve will be attached to the back of the air cleaner housing.

On the current generation it is under the hood, driver side.
The external air temperature sensor on a Chrysler PT Cruiser is located in the front of the motor. It is in the air intake tube that goes from the air cleaner to the motor.
It is behind and below the air cleaner.

The engine computer is the voltage regulator. It is behind the air cleaner.
