Diesels are not hard to start when they are operating properly - yes the older one's are due to manual fuel pumps and air in the lines. Your 99 should fire up just fine.
I would check the glow plug relay, then each plug. Perhaps they are not staying on long enough. Try cycling the ignition to run the plugs twice. Also, check the fuel injection pump. They do wear out, and even check fuel pressure from the pump. If is really cold where you live, the fuel can gel up. The injectors are controlled by the engines oil and a high pressure oil pump that operates them, and that could be something worth looking into. My $.02. It could be below 0 and it should start up especially being direct injected.

Most diesel engines are hard to start when it is cold. Plugging the diesel engine block heater in will help the engine start.

nothing i am a tech at a ford dealer simply refill the tank and crank the engine there should be no issues with running out of fuel other than it is a little hard on injectore
Hard starting on a diesel is from a lack of fuel or a lack of heat/compression. Air in the fuel lines, plugged fuel filters, and broken electric fuel pumps are the more common hard start issues. Cummins engines use a grid type air preheater. If the hard starting is ONLY in cold weather this is a good place to start.

Glow is probably for "glow plug" which is a diesel engine application. If your vehicle isn't diesel, it had that option as an engine, so that fuse would be found empty in your vehicle. If your vehicle is a diesel, a blown fuse here would lead to a "hard to start"or "no start" issue.
it dies and is hard to start ,just keep turning it over about 20 to 30 seconds at a time and it will start back
