Yes they are. Size is not the problem in the discs. They are not all the same even when they look it. The Blue Ray and DVDs are also the same size. By the way most PS2 Game discs are on DVDs and not CDs even for games that do not need the extra space

Yes, but that doesn't mean it will then play on any device other than one just like the one that burned it. CDs and DVDs are the same physical size, but very different formats. You cannot play a DVD in a CD player (or at least, not in most of them).
