Yes and no. Youtube uses a system called a Content Distribution Network which is a way of decentralizing video storage. Youtube has web servers in different countries all over the world. Lets say you live in Japan, and you view mostly Japanese content. Well, when your video is uploaded to youtube, the video will be accessible all over the world, however a 'cached' copy will be kept on Youtube's Japan servers so that the video doesnt have to travel all the way from America to Japan every time someone from Japan wants to watch it. If you are accessing the Youtube from Japan, it will prefer to show you videos that are popular in that country however you can still view any video that's served up on youtube, so long as it isnt censored by your country.
