There may still be forces on it but if they cancel out it will not change its velocity. For example a brick sitting on a table on the planet Earth. The force of gravity is acting on the brick. If the table was not there the brick would accelerate downwards (fall) but because the table is there and is exerting an upwards force which exactly matches the gravitational force the brick remains stationary. (At least in the frame of reference of the brick/table/floor/Earth, if you were observing it from the moon it would be moving and accelerating rather quickly but that is probably beyond the scope of this question.......)
