They can both be in the same class, etc, or you could be the same age. They could also hate each other, maybe a lot, and could both be a bit nasty. Often both the bully and their victim suffer deep-rooted insecurity, just that they deal with that pain differently. The bully turns their insecurity onto others, while the victim represses it or turns it against themselves.
Sometimes a bully suffers bullying or abuse as well, or that has happened to them and they subconsciously decided that being a bully would offer some immunity to being bullied.
