A VHF radio ordinarily, although maritime ship to ship communications can also be made using a HF (ssb) radio and commonly nowadays, via a INMARSAT sat phone. The latter two being when VHF (line of sight) is out of range.

In most cases, communication between vessels at sea is for safety or collision avoidance purposes, and so the line of sight range of VHF (15 - 25nm depending on antenna height) is normally used.
Initial contact by the hailing vessel is made on channel 16, before switching to a ship to ship working channel such as channel 6 or 9.
