In Pokemon Ruby, Sapphire and Emerald you need to complete a few puzzles to access the Regis. First is the puzzle in the Sealed Chamber which unlocks the caves to them. And then there is a puzzle in each cave to access the inner chamber containing one of the Regis. In total you need to complete four puzzles to get all three of the Legendary Golems.
