This is a similar event to a mid oceanic rift, except it is under a continental plate versus an oceanic plate. An example of this currently taking place would be the rift valley in Eastern Africa. The phenomina behind why rifts occur is not thoroughly understood, however one of the most common hypothesis currently out there is that a type of mantle plume forms under the area that will eventually form the rift, as the process continues it starts forcing the plate apart allowing more and more magma to well up underneath (Essentially an unzipping of a continent). As demonstrated with the Iceland-Mid Atlantic Ridge idea, Iceland is directly over a hot spot which in tern is also on top of a section of the Mid-Atlantic ridge. This could be because the ridge is geologically young that the hot spot still exists, as it is not evident on a ridge anywhere else on earth.
